The Government has just reported to the National Assembly the progress of the Long Thanh "super airport" project, according to which, in February 2022, the passenger terminal will be started.
According to the Government's report, with the component project 1 Long Thanh airport project(headquarters of state management agencies), the Ministry of Transport, the Ministry of Public Security and the Ministry of Finance are preparing and submitting the plan. medium-term public investment plan for the period 2021 - 2025 to implement the investment, including border police stations, customs, and airport authorities.
In case of being allocated medium-term capital from 2021 - 2025, investors will invest in projects that ensure progress because these are ordinary, uncomplicated civil works. Project preparation time takes about 6 - 12 months, construction takes about 24 months, ensuring completion in 2025.
Component 2 project (works for flight management) and component 3 project (essential works in the airport) also basically ensure the scheduled progress.
Notably, the Covid-19 pandemic may affect the production and import of some specialized equipment and mobilize foreign consultants, so it is necessary to proactively take measures to minimize this impact. .
In component project 3, right from November 2020, Airports Corporation of Vietnam (ACV) has carried out demining work, ensuring site preparation for the construction of the passenger terminal foundation in February 2022. . Up to now, mine clearance work has carried out about 77% of the handed over area, expected to be completed in December 2021.
The construction of boundary wall for 5,000 hectares has also been completed more than 70%, expected to be completed in December.
The technical design of the passenger terminal has been implemented since June 2021. The geological survey drilling and ground water level monitoring experiments at the site have been completed. The technical design is prioritized to complete and approve the foundation in advance to ensure that the construction of the passenger terminal is commenced in February 2022, completed in June 2025.
Regarding the technical design of infrastructure (airport works, internal port traffic system, electrical, water and telecommunications technical infrastructure...), ACV has signed an implementation contract (JFV Consulting Consortium. including Japanese consultants: JAC, Nippon Koei, OGC, French consultants ADPi; Vietnamese consultants: ADCC, TEDI), ensuring the construction progress of the items in 2022, completion in June 2025.
For project component 4 (cargo terminal 2, express cargo terminal), freight forwarding warehouse, aircraft cleaning treatment area, ground equipment maintenance area, In-flight meal service area...), the Government said that after issuing the circular on investor selection, the Ministry of Transport will announce the list of projects and organize the selection of investors in the year. 2022, ensuring completion in 2025.
Land acquisition and resettlement are still slow
Notably, the Government's report also said that "land acquisition, compensation and resettlement" invested by Dong Nai Provincial People's Committee is slow. Accumulated disbursement from 2018 to the beginning of October 2021 has only reached more than 10,698/22,850 billion VND of allocated capital (equivalent to 46.81%).
The recovered land area of more than 1,284,5/2,532 ha (including 1,810 ha in phase 1 and 722 ha of reserved land for phase 1) only reached 50.7%.
Specifically, due to the heavy impact of the Covid-19 epidemic, the People's Committee of Dong Nai province has mobilized all human and material resources to carry out epidemic prevention and control work and implement social distancing in accordance with Directive No. This has little impact on the site clearance.
In addition, the project has about 1,000 households who are facing difficulties in processing compensation documents (transfer, donation by handwritten paper). According to the assessment, if the entire clean ground of phase 1 is not cleared on schedule, it will affect the overall construction method of phase 1.
In particular, the People's Committee of Dong Nai province is facing difficulties in making explanations to the State Audit such as: adjusting the compensation and resettlement policy framework; does not support job change for workers and housewives; individuals in the household registration book who have a family relationship... are not eligible for the policy of support for stabilizing production life; value of compensation and support for orchards of Dong Nai Rubber Corporation One Member Company Limited.
The Long Thanh airport project is divided into 3 phases:
Phase 1: invest in building 1 runway and 1 passenger terminal with synchronous auxiliary items with a capacity of 25 million passengers/year, cargo terminal 1.2 million tons of cargo/year ; complete and put into operation by 2025 at the latest.
Phase 2: continue to invest in building one more open runway and one passenger terminal to reach a capacity of 50 million passengers/year; cargo terminal 1.5 million tons of cargo/year.
Phase 3: completing the items to reach a capacity of 100 million passengers/year and 5.0 million tons of cargo/year.
The estimate for the whole project is about 336,630 billion VND (equivalent to about 16.06 billion USD, applying the exchange rate of 2014). In which, phase 1 is 114,450 billion VND (equivalent to 5.45 billion USD).
