Specifically, the National Assembly voted in favor with a very high rate of 97.37% (481 delegates).
This Resolution takes effect from August 1, 2023.
The draft Resolution has just been approved by the Ministry of Planning and Investment, the People's Committee of Ho Chi Minh City in coordination with central agencies to implement meticulously, thoroughly, closely, with many outstanding mechanisms to help Ho Chi Minh City develop resources and development.
Specifically, a new draft resolution with 44 mechanisms and policies belonging to seven major policy groups on investment management; finance, budget; urban management and environmental resources; attracting strategic investors; management of science and technology, innovation; organizational structure of the city and organizational structure of Thu Duc city with many new points.
In which, there are 3 policies that inherit Resolution 54, 4 policies that both inherit and "upgrade" from Resolution 54, 4 policies similar to other localities, and 6 policies proposed in the draft Land Law. and the Housing Law (amended), and 27 completely new mechanisms and policies.
Regarding the investment management mechanism, the National Assembly allows Ho Chi Minh City to pilot the urban development model oriented to traffic development (TOD). This is a model that takes public transport development orientation as the basis for urban planning and development in order to improve the efficiency of land use and public works, reduce traffic congestion and environmental pollution.
Regarding finance, budget, the resolution allows the city to use the local budget to implement regional and inter-regional road traffic projects and works...; The city is allowed to decide on preferential mechanisms and policies, giving priority to attracting strategic investors in fields such as chip manufacturing, semiconductor integrated circuit industry, and new materials.
Regarding the organizational structure, the Government proposed to the National Assembly to grant the right to establish the Department of Food Safety for Ho Chi Minh City. The city may decide on the structure of the number of cadres and civil servants in wards, communes and townships; decide on the number, titles, regimes and policies of part-timers in wards, communes and townships, ensuring streamlined organizational structure.
The city is entitled to decide on the establishment, reorganization and dissolution of public non-business units under the City People's Committee. Regulations on decentralization and authorization of a number of tasks and powers under the authority of the People's Council, the People's Committee, the Chairman of the City People's Committee to the People's Council, the People's Committee, the Chairman of the People's Committee of Thu Duc City, etc.
