Resolution 188 allows Ho Chi Minh City to build 7 metro lines with a total length of 355 km in the next 10 years.
The Ho Chi Minh City Department of Transport has just submitted to the Ho Chi Minh City People's Committee a draft plan to implement Resolution 188 of the National Assembly to pilot a number of specific and special mechanisms and policies to develop the urban railway network (metro) system in Hanoi and Ho Chi Minh City according to Resolution 188/2025.
Resolution 188 allows Ho Chi Minh City to build 7 metro lines with a total length of 355 km in the next 10 years based on specific mechanisms approved by the National Assembly. The preliminary total investment for this phase (from 2025-2035) is about 40.2 billion USD. It is expected that the city will select a contractor to start construction before metro line 2.
Metro Line 2 will be one of seven projects of the urban railway system implemented according to Resolution 188 of the National Assembly.
In the draft decision to issue a plan to implement Resolution 188, the Department of Transport and Public Works proposed many related work groups.
Specifically, Ho Chi Minh City will establish a Steering Committee for the development of the Ho Chi Minh City urban railway network; issue regulations for the Steering Committee's operations in March. During this time, an advisory council will also be established to assist the Ho Chi Minh City People's Committee in developing the Ho Chi Minh City urban railway network.
In May 2025, the Department of Transport and Public Works will coordinate with relevant departments and the Ministry of Construction to develop a Decree detailing the contents and requirements of the overall technical design (FEED design) and the design steps implemented after the FEED design. Including: instructions on the obligations and powers of the parties participating in the implementation of the contract in the form of an EPC contract (investor, EPC contractor/general contractor, supervision consultant, etc.)
In May, Ho Chi Minh City also needs to issue regulations on procedures for establishing, appraising, and approving project route plans, project locations on urban railway routes, and TOD area planning; Coordinate with the Ministry of Construction and Hanoi City to develop a framework of standards and regulations for metro projects...
In addition, there are detailed regulations and instructions on planning, adjusting zoning plans, detailed planning of station vicinity areas; mechanisms and policies under the authority of the Government and the Prime Minister.
At the same time, coordinate with the Ministry of Construction to develop a Circular guiding the establishment and management of project costs, including instructions on establishing total investment; establishing and approving construction estimates, bid package estimates, etc.
For investment preparation work groups, the Department of Transport and Public Works proposes to review the planning orientation of urban railway lines and TOD areas and promptly update them in the Project to adjust the City's General Planning to 2040, with a vision to 2060; assign investors to urban railway projects with the expected list in Resolution 188.
Develop a Resolution of the Ho Chi Minh City People's Council providing detailed instructions on the project route plan, project location on the urban railway line, and TOD area planning to determine the location, boundaries, and area of land to be recovered according to regulations.
Develop a plan to mobilize investment capital to implement the urban railway project in the medium term 2026-2030, 2031-2035 and annual capital sources. Clearly identify capital needs, capital plans, types of capital sources (state budget, government bonds, ODA, land revenue, socialization...) to have a plan and arrange appropriate capital plans.
In particular, Ho Chi Minh City will complete procedures to start construction of metro line 2 (Ben Thanh - Tham Luong), appraise the pre-feasibility study report, approve the feasibility study report, select contractors, and start construction. The above work groups will be implemented from April 2025 and start construction around December 2025.
In the 2025-2026 period, Ho Chi Minh City will organize the preparation, appraisal and approval of feasibility study reports from 7 urban railway lines (except urban railway line No. 2, Ben Thanh - Tham Luong section) according to Resolution 188.

Resolution 188 of the National Assembly piloted a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City with 100% of delegates in favor.
Resolution 188 of the National Assembly allows piloting six mechanisms, which are specific and special mechanisms and policies on mobilizing and allocating investment capital; investment procedures for urban railway projects, and urban railway projects following the TOD model.
Resolution 188 also allows urban development according to the TOD model; railway industry development, technology transfer and human resource training; policies on construction materials and dumping sites and regulations specifically applicable to Ho Chi Minh City.
